An interesting proposal when Brandt was active in the Socialist International was the scheme develloped by Willy Brandt and Jamaican president Michael Manley. The Brandt-Manley Plan called for the rich countries of the north to distribute to the poor countries of the south a percentage of their annual GDP in exchange for these poor countries using this income to buy products in the north. This was a way to popularize global wealth distribution which would inject investment into the poorer countries while seeking full emplyment in the north.
